Сучасний етап розвитку енергетики характеризується глибокими структурними зрушеннями, прискоренням технологічних змін, посиленням регуляторної динаміки та підвищенням рівня нестійкості зовнішнього середовища. Для енергетичних підприємств України ці процеси відбуваються в особливо складних умовах, оскільки поєднуються з воєнними наслідками, інфраструктурними пошкодженнями, нерівномірністю відновлення енергетичних об’єктів, обмеженнями фінансового забезпечення та зміною умов функціонування ринку електроенергії. За таких умов особливої ваги набуває дослідження функціонування підприємств альтернативної енергетики, які, з одного боку, відіграють важливу роль у структурній модернізації паливноенергетичного комплексу, зміцненні енергетичної безпеки держави, диверсифікації джерел енергії та реалізації цілей сталого розвитку (зокрема, декарбонізації економіки), а з іншого – функціонують під впливом комплексу специфічних обмежень, пов’язаних із капіталомісткістю проєктів, залежністю від природно-кліматичних умов, чутливістю до режимів роботи енергосистеми, коливанням тарифних механізмів і змінами регуляторного середовища. Саме тому дисертаційна робота присвячена розвитку теоретико-методичних положень і розробленню науково-практичних рекомендацій щодо управління стратегічним розвитком підприємств альтернативної енергетики в умовах турбулентності. Об’єктом дослідження є стратегічний розвиток підприємств. Предметом дослідження є сукупність теоретико-методичних положень і практичних рекомендацій щодо управління стратегічним розвитком підприємств альтернативної енергетики в умовах турбулентності. Теоретичну та методичну основу дослідження становлять положення сучасної економічної теорії, менеджменту, стратегічного аналізу, наукові праці вітчизняних і зарубіжних учених, законодавчі та нормативні акти, офіційні статистичні дані, аналітичні матеріали та фінансова звітність підприємств. Робота складається зі вступу, трьох розділів, висновків, списку використаних джерел та додатків. У вступі обґрунтовано актуальність та своєчасність виконаного дослідження, сформульовано його мету й завдання, визначено об’єкт та предмет дослідження із зазначенням методів його проведення, сформульовано наукову новизну отриманих результатів, засвідчено їх апробацію та практичне застосування. У першому розділі «Теоретико-методичні засади управління стратегічним розвитком підприємства у турбулентному середовищі» сформовано теоретичне підґрунтя дослідження. Уточнено сутність стратегічного розвитку підприємства та сформовано відповідний понятійно-категорійний апарат, що дало змогу розмежувати суміжні категорії й конкретизувати зміст стратегічного розвитку як об’єкта управління. Систематизовано й узагальнено наукові підходи до управління стратегічним розвитком підприємства, визначено їх змістові особливості в умовах нестабільності зовнішнього середовища. На цій основі обґрунтовано доцільність використання гібридного підходу до управління стратегічним розвитком підприємства альтернативної енергетики, побудованого на поєднанні елементів системного, ситуаційного, ресурсного, адаптивного, інституційного, процесного та цільового підходів. Узагальнено методичні засади оцінювання турбулентного середовища через VUCA-логіку, багаторівневу структуру його прояву, канали впливу на підприємство та відповідні вимоги до управлінських рішень, а також визначено стратегії розвитку підприємства за таких умов. У результаті удосконалено методичний підхід до управління стратегічним розвитком підприємства альтернативної енергетики в турбулентному середовищі на основі гібридного поєднання наукових підходів, а також науково-методичні положення щодо систематизації турбулентного зовнішнього середовища підприємств альтернативної енергетики через послідовне поєднання джерел турбулентності, VUCA-профілю, рівнів її прояву, каналів впливу, управлінських пріоритетів і цільових результатів. Подальшого розвитку набули трактування понять «стратегічний розвиток підприємства», «турбулентне середовище» та «управління стратегічним розвитком підприємств у турбулентному середовищі». У другому розділі «Дослідження галузевого середовища та тенденцій розвитку підприємств альтернативної енергетики України» досліджено галузеве середовище функціонування підприємств альтернативної енергетики в Україні та світі, що дало змогу охарактеризувати сучасні умови їх розвитку в контексті глобальних, європейських і національних трансформацій енергетичного сектору. Проведено аналіз діяльності підприємств альтернативної енергетики, виокремлено основні тенденції, проблеми та специфічні умови їх функціонування, а також визначено бар’єри стратегічного розвитку в умовах турбулентності. Обґрунтовано, що розвиток таких підприємств визначається не окремими локальними ускладненнями, а сукупністю взаємопов’язаних бар’єрів: фінансового, мережево-системного, безпеково-інфраструктурного, регуляторноінституційного та операційно-технологічного. Встановлено, що зазначені бар’єри мають комплексний характер і впливають не лише на поточні результати діяльності підприємств, а й на можливості реалізації довгострокових стратегічних орієнтирів, інвестиційних планів та адаптаційних рішень. Емпіричний аналіз проведено на матеріалах підприємств сонячної генерації ТОВ «Димерська СЕС – 3», ТОВ «ДТЕК Трифонівська СЕС», ТОВ «Солар саус 1», що дало змогу виявити відмінності в їхній динаміці розвитку, фінансовому стані, адаптаційних можливостях та спроможності реагувати на зміни зовнішнього середовища у 2020–2024 роках. Встановлено, що результативність розвитку підприємств у цей період залежала як від виробничих параметрів і рівня генерації, так і від стану ліквідності, особливостей розрахунків у секторі, технічного стану активів, територіальної експозиції ризиків та адаптаційних характеристик. Це дозволило сформувати комплексне уявлення про неоднорідність умов розвитку підприємств альтернативної енергетики та різний рівень їх готовності до функціонування в турбулентному середовищі. За результатами розділу набула подальшого розвитку типологія бар’єрів стратегічного розвитку підприємств альтернативної енергетики в турбулентному середовищі шляхом виокремлення фінансового, мережево-системного, безпеково-інфраструктурного, регуляторно-інституційного та операційнотехнологічного бар’єрів як інтегрованих форм прояву зовнішніх і внутрішніх обмежень, кожен із яких розкрито через сукупність чинників формування, специфічних проблем і наслідків для функціонування підприємства, що дало змогу пов’язати домінуючий бар’єр із вибором управлінських пріоритетів і напрямів реагування. У третьому розділі «Удосконалення управління стратегічним розвитком підприємств альтернативної енергетики в турбулентному середовищі» обґрунтовано інструментарій оцінювання стратегічного розвитку підприємств альтернативної енергетики в турбулентному середовищі, оцінено рівень управління стратегічним розвитком цих підприємств на основі економікоматематичної моделі та розроблено практичні рекомендації щодо адаптації управління до змін середовища. Сформовано систему показників (індексів) оцінювання стратегічного розвитку підприємств, у межах якої внутрішній стан підприємства визначається через інтегральний індекс стратегічного розвитку підприємства, сформований на основі індексів адаптаційної спроможності, операційно-технологічного розвитку підприємства та фінансово-економічного розвитку підприємства, а вплив зовнішнього середовища враховується через індекс турбулентності. Такий підхід забезпечує комплексне оцінювання стану підприємства з урахуванням як внутрішніх параметрів розвитку, так і сили дестабілізуючого впливу зовнішнього середовища. Процедуру управління стратегічним розвитком доповнено розрахунком турбулентно-скоригованого індексу, визначенням характеру управлінської ситуації, вибором траєкторії розвитку та сценарію реалізації управлінських впливів залежно від внутрішнього стану підприємства й конфігурації зовнішніх бар’єрів. Це дало змогу поєднати аналітичне оцінювання з практичним вибором управлінських рішень, спрямованих на підвищення адаптивності та збереження перспектив розвитку підприємства. На основі побудованої економіко-математичної моделі проведено оцінювання рівня управління стратегічним розвитком підприємств альтернативної енергетики, що дозволило пов’язати вибір управлінських рішень із рівнем внутрішнього розвитку підприємства, ступенем його адаптаційної спроможності та силою впливу зовнішнього середовища. Одержані результати стали основою для розроблення практичних рекомендацій щодо адаптації управління стратегічним розвитком підприємств альтернативної енергетики до турбулентного середовища. За результатами розділу вдосконалено сукупність показників оцінювання стратегічного розвитку підприємств альтернативної енергетики в умовах турбулентного середовища та процедуру управління стратегічним розвитком підприємств альтернативної енергетики, що підвищує обґрунтованість стратегічного вибору, результативність прийняття управлінських рішень і адаптивність підприємств до змін середовища. Практичне значення отриманих результатів полягає в тому, що обґрунтовані теоретичні положення доведено до рівня практичних рекомендацій, і вони можуть бути використані державними установами, аналітичними організаціями та підприємствами альтернативної енергетики для оцінювання їхнього стратегічного розвитку в умовах турбулентності, підвищення обґрунтованості управлінських рішень, вибору подальших траєкторій розвитку, адаптації до змін зовнішнього середовища та посилення керованості розвитку, а також у навчальному процесі. | |

The current stage of energy sector development is characterized by profound structural shifts, accelerated technological change, intensified regulatory dynamics, and increased instability of the external environment. For Ukrainian energy enterprises, these processes are taking place under particularly difficult conditions, as they are compounded by the consequences of war, infrastructure damage, uneven recovery of energy facilities, limited financial support, and changing conditions of electricity market functioning. Under such circumstances, the study of the functioning of alternative energy enterprises becomes especially important, since, on the one hand, they play a significant role in the structural modernization of the fuel and energy sector, strengthening the state’s energy security, diversifying energy sources, and achieving sustainable development goals, including the decarbonization of the economy, while, on the other hand, they operate under the influence of a set of specific constraints related to the capital intensity of projects, dependence on natural and climatic conditions, sensitivity to power system operating modes, fluctuations in tariff mechanisms, and changes in the regulatory environment. For this reason, the dissertation is devoted to the development of theoretical and methodological provisions and the elaboration of scientific and practical recommendations for managing the strategic development of alternative energy enterprises under conditions of turbulence. The object of the study is the strategic development of enterprises. The subject of the study is the set of theoretical and methodological provisions and practical recommendations for managing the strategic development of alternative energy enterprises under conditions of turbulence. The theoretical and methodological basis of the study consists of the provisions of modern economic theory, management, and strategic analysis, as well as the scientific works of domestic and foreign scholars, legislative and regulatory acts, official statistical data, analytical materials, and the financial statements of enterprises. The dissertation consists of an introduction, three chapters, conclusions, a list of references, and appendices. The introduction substantiates the relevance and timeliness of the study, formulates its purpose and objectives, identifies the object and subject of the study together with the methods used, presents the scientific novelty of the obtained results, and confirms their approbation and practical application. In the first chapter, “Theoretical and Methodological Foundations of Managing the Strategic Development of an Enterprise in a Turbulent Environment”, the theoretical basis of the study is developed. The essence of the strategic development of an enterprise is clarified, and the corresponding conceptual and categorical framework is developed, which made it possible to distinguish related categories and specify the content of strategic development as an object of management. Scientific approaches to managing the strategic development of an enterprise are systematized and generalized, and their substantive features under conditions of external environmental instability are identified. On this basis, the expediency of using a hybrid approach to managing the strategic development of an alternative energy enterprise is substantiated; this approach is built on a combination of the elements of the systemic, situational, resource-based, adaptive, institutional, process, and target-oriented approaches. The methodological foundations for assessing a turbulent environment are generalized through VUCA logic, the multilevel structure of its manifestation, the channels of its influence on an enterprise, and the corresponding requirements for managerial decision-making; the development strategies of an enterprise under such conditions are also identified. As a result, the methodological approach to managing the strategic development of an alternative energy enterprise in a turbulent environment, based on a hybrid combination of scientific approaches, is improved, as are the scientific and methodological provisions for systematizing the turbulent external environment of alternative energy enterprises through a consistent combination of sources of turbulence, the VUCA profile, levels of its manifestation, channels of influence, managerial priorities, and target results. The interpretation of the concepts of “strategic development of an enterprise”, “turbulent environment”, and “management of the strategic development of enterprises in a turbulent environment” has been further developed. In the second chapter, “Study of the Industry Environment and Development Trends of Alternative Energy Enterprises in Ukraine”, the industry environment in which alternative energy enterprises operate in Ukraine and worldwide is examined, which made it possible to characterize the current conditions of their development in the context of global, European, and national transformations in the energy sector. The activities of alternative energy enterprises are analyzed, the main trends, problems, and specific conditions of their functioning are identified, and the barriers to strategic development under conditions of turbulence are determined. It is substantiated that the development of such enterprises is determined not by isolated local difficulties, but by a set of interrelated barriers: financial, grid-and-system-related, security-andinfrastructure-related, regulatory-and-institutional, and operational-and-technological. It is established that these barriers are complex in nature and affect not only the current performance of enterprises, but also the possibilities for implementing long-term strategic priorities, investment plans, and adaptive decisions. The empirical analysis is carried out using the materials of solar generation enterprises LLC “Dymerska SES3”, LLC “DTEK Tryfonivska SES”, and LLC “Solar South 1”, which made it possible to identify differences in their development dynamics, financial condition, adaptive capabilities, and ability to respond to changes in the external environment during 2020–2024. It is established that the effectiveness of enterprise development during this period depended both on production parameters and the level of generation, and on liquidity, the specifics of settlements in the sector, the technical condition of assets, territorial exposure to risks, and adaptive characteristics. This made it possible to form a comprehensive understanding of the heterogeneity of the development conditions of alternative energy enterprises and their different levels of preparedness for operating in a turbulent environment. Based on the results of the chapter, the typology of barriers to the strategic development of alternative energy enterprises in a turbulent environment was further developed by distinguishing financial, grid-and-system-related, security-and-infrastructure-related, regulatory-and-institutional, and operational-and-technological barriers as integrated forms of manifestation of external and internal constraints, each of which is disclosed through a set of formation factors, specific problems, and consequences for the functioning of an enterprise, which made it possible to link the dominant barrier to the choice of managerial priorities and response directions. In the third chapter, “Improving the Management of the Strategic Development of Alternative Energy Enterprises in a Turbulent Environment”, the toolkit for assessing the strategic development of alternative energy enterprises in a turbulent environment is substantiated, the level of management of the strategic development of these enterprises is evaluated on the basis of an economic-mathematical model, and practical recommendations for adapting management to environmental changes are developed. A system of indicators (indices) for assessing the strategic development of enterprises is formed, within which the internal state of an enterprise is determined through the integral index of the strategic development of an enterprise, constructed on the basis of the indices of adaptive capacity, operational and technological development of an enterprise, and financial and economic development of an enterprise, while the influence of the external environment is taken into account through the turbulence index. Such an approach provides a comprehensive assessment of the state of an enterprise, taking into account both the internal development parameters and the strength of the destabilizing influence of the external environment. The procedure for managing strategic development is supplemented by calculating a turbulence-adjusted index, determining the nature of the managerial situation, choosing a development trajectory, and selecting a scenario for implementing managerial influences depending on the internal state of an enterprise and the configuration of external barriers. This made it possible to combine analytical assessment with the practical selection of managerial decisions aimed at increasing adaptability and preserving the prospects for enterprise development. On the basis of the constructed economic-mathematical model, an evaluation of the level of management of the strategic development of alternative energy enterprises is carried out, which made it possible to link the choice of managerial decisions to the level of internal development of an enterprise, the degree of its adaptive capacity, and the strength of the external environmental influence. The obtained results formed the basis for developing practical recommendations for adapting the management of the strategic development of alternative energy enterprises to a turbulent environment. Based on the results of the chapter, the set of indicators for assessing the strategic development of alternative energy enterprises under conditions of a turbulent environment, as well as the procedure for managing the strategic development of alternative energy enterprises, were improved, which increases the validity of strategic choice, the effectiveness of managerial decision-making, and the adaptability of enterprises to environmental changes. The practical significance of the obtained results lies in the fact that the substantiated theoretical provisions have been brought to the level of practical recommendations, and they can be used by public institutions, analytical organizations, and alternative energy enterprises to assess their strategic development under conditions of turbulence, improve the validity of managerial decisions, choose further development trajectories, adapt to changes in the external environment, strengthen the manageability of development, and be applied in the educational process. | |
