dc.description.abstracten	The ways of reformation of local government are considered, special emphasis is made on decentralization of state power and expediency of territorial communities association. Attention is drawn to the need of strengthening of institutions of civil society. It is concluded, that decentralization of public administration has to influence positively on every human‘s life, to give hope for the future, to approach to solving of the most important tasks of managing the territory, where the human lives, to create conditions for social rights and freedoms, and first of all, for the right to live in civil society, which can not develop without local government. Decentralization needs an integrated approach, which assumes comprehensive developing of small and midsize businesses, strengthening of the economy of communities and infrastructure of the settlement or settlements, which are united in one community, as well as providing them financial independence from state authorities. It is necessary to determine at the legislative level taxes and charges to be provided for the maintenance of community‘s infrastructure. It is necessary to establish at the legislative level a functional review of executive bodies of local councils as a permanent process of tasks and functions‘ analysis of local governments for their compliance with the real needs of society and the requirements of legislation, as well as for compliance of the relevant structure of the executive body of the local council of the united territorial community with its tasks and functions, staffing level, quality of the body, scope and quality level of tasks and functions to be done.	uk
