The methodology includes analysis of inter-national indices, state statistics, legislation, and estimation of expert opinions. As a result, key barriers to AI development in Ukraine were discovered, including, first of all, low intensity of innovation activity, insufficient legal regulation, and reduced investment in research and development. The practical significance of the study lies in identifying ways to create a favorable environment for faster implementation of artificial intelligence technologies in Ukraine.
