dc.description.abstractenScientific fundamentals of assessment of natural and man-made risks and threats to improve the structure of ecological monitoring and improvement of ecological security of Ukraine's regions are presented. New methods for assessment risks and threats to regions’ ecological security are developed. With the use of these methods the ranking of regions by a combined index of security are carried out. The changes of natural and technogenic threats are discovered with the aim of improvement decision-making processes in the field of risk reduction for ecological security of regions. The nature of the impact of natural and man-made threats to the state of the main objects of region’s protection including population, industrial facilities and the environment is investigated. It is shown that the use of reliability theory can adequately assess the security level of Ukraine's regions. Based on this the improvement of estimation method and its practical application for the main objects of region’s protection is completed. The evaluation results showed that the most secure facilities in the western region of the state are population and the environment due to reduced anthropogenic changes. But in the eastern regions of the country, characterized by high levels of technogenic and natural resources, industrial facilities and population are the least protected. The estimation of the speed of changing in time of security features of Ukraine's regions for each object of protection is done. The definition of this indicator is made based on the calculation of slope linear regression line for the data point’s arguments of known security features and time. The greatest value of this indicator reflects the fastest changing and accordingly lower security relative to other regions of the country, while a low value indicates that the security feature of the region is reduced more slowly and the region is more secure. Methods of inclusive assessment of threats to security operation of critical transport infrastructure of the criterion of their location in areas of sustainable space-time display of dangerous exogenous geological processes have been developed. A comprehensive assessment of actual threats of engineering and geological origin for the safe operation of the main-pipelines, railways, international transport corridors, bridges at regional level is completed. Software implementation of methods developed for comprehensive assessment of security threats operation of critical transport infrastructure with the use of GIS technology at the regional level is realized. A graphical user interface, capacities of the operating environment and the practical needs of the operator is developed. It provides execution sequence of actions of the operator to assess threats to the security of critical transport infrastructure: the choice of region for research, selection of type of critical transportation infrastructure, selection of dangerous exogenous processes, and output of evaluation. A database of digital maps of actual threats of engineering and geological origins and their impact on the security operation of main railway lines and gas pipelines in regions of Ukraine has been created because of practical implementation of developed software. Method for assessment of anthropogenic impact for regions of Ukraine is grounded, as well as the grouping of regions of Ukraine by a combined level of anthropogenic impact is conducted. The environmental and technogenic ranking regions of Ukraine is prepared with the use of method developed in the thesis for anthropogenic impact assessment regions of Ukraine, considering the density of critical infrastructure. It was established that geospatial division of region’s anthropogenic impact generate prevailing influence from trunk railway, road and bridge facilities, international transport corridors and main power supply. Dynamics of processes of changing of the risks of natural and man-made origin at regional level as well as the mechanism of their effects on the ecological security of Ukraine's regions are defined. A system of indicators of region’s environmental security is developed with the aim to analyze the nature of changes in the major threats to environmental security and reasonably determine priorities for their neutralization. On this basis, a method for assessing threats and risks to region’s ecological security is developed and their ranking by integral index of security is held.en
dc.description.abstractruПредставлены научные основы оценки рисков и угроз для совершенствования структуры экологического мониторинга и повышения уровня экологической безопасности регионов Украины. Разработаны новые методы оценки угроз и рисков экологической безопасности регионов, обеспечивающих их ранжирование по интегральному показателю безопасности. Определены характер и скорость изменения функций безопасности для объектов защиты регионов Украины, установлена зависимость между скоростью изменения функции и уровнем безопасности регионов. Разработан новый метод оценки комплексного риска экологической безопасности регионов, учитывающий убытки от реализации угроз для населения, потенциально опасных объектов и окружающей среды. Разработаны методы оценки угроз безопасности эксплуатации объектов критической транспортной инфраструктуры регионов по критерию их расположения в зонах проявления опасных экзогенных геологических процессов. Проведена оценка актуальных угроз инженерно-геологического происхождения для безопасности эксплуатации магистральных электросетей, газопроводов, железнодорожных путей, международных транспортных коридоров, мостовых комплексов в регионах Украины. Осуществлена программная реализация разработанных методов оценки угроз безопасности эксплуатации объектов критической транспортной инфраструктуры с использованием технологий геоинформационных систем на региональном уровне. Разработана новая методика оценки уровня техногенной нагрузки регионов Украины с учетом плотности объектов критической инфраструктуры.ru
dc.description.abstractukПредставлено наукові засади оцінки ризиків і загроз для удосконалення структури екологічного моніторингу та підвищення рівня екологічної безпеки регіонів України. Розроблено нові методи оцінки загроз і ризиків екологічній безпеці регіонів, що забезпечують їх ранжирування за інтегральним показником безпеки. Визначено характер і швидкість зміни функцій безпеки для об’єктів захисту регіонів України, встановлено залежність між швидкістю зміни функції та рівнем безпеки регіонів. Розроблено новий метод оцінки комплексного ризику екологічній безпеці регіонів з урахуванням збитків від реалізації загроз для населення, потенційно небезпечних об’єктів і довкілля. Розроблено методи оцінки загроз безпеці експлуатації об’єктів критичної транспортної інфраструктури регіонів за критерієм їх розташування у зонах прояву небезпечних екзогенних геологічних процесів. Проведено оцінку актуальних загроз інженерно-геологічного походження для безпеки експлуатації магістральних електромереж, газопроводів, залізничних шляхів, міжнародних транспортних коридорів, мостових комплексів в регіонах України. Здійснено програмну реалізацію розроблених методів оцінки загроз безпеці експлуатації об’єктів критичної транспортної інфраструктури з використанням технологій геоінформаційних систем на регіональному рівні. Розроблено нову методику оцінки рівня техногенного навантаження регіонів України з урахуванням щільності об’єктів критичної інфраструктури.uk
