The dissertation for obtaining the scientific degree of the candidate of technical sciences in specialty 05.26.01 «Labour protection». – National Technical University of Ukraine «Igor Sikorsky Kyiv Polytechnic Institute» – The National scientific and research institute of industrial safety and labour protection, Kyiv, 2018 The dissertation is devoted to the solution of the actual scientific problem – to increase the level of effectiveness of the management of labor protection in the machine-engineering industry with the use of mathematical modeling methods, which enable the optimal selection of projects on occupational safety in the framework of the proposed models. To identify the most significant causes of occupational injuries in the field of machine-engineering by financing the projects of occupational safety, which are most needed to reduce the rate of occupational injuries and simultaneously reduce the cost of other projects by eliminating unnecessary functions and types of work applied two approaches. The first approach is based on expert analysis (for the preliminary analysis, expert-statistical selection was used, and the final selection and grouping of the factors was done by the method of the main components), the second – on the statistical data (ABC-analysis). It is proposed to introduce the coefficient of concordation as a criterion of consistency of the results, which was obtained by the methods of the main components and ABC-analysis. It is determined that the coefficient of concordance is equal to 0.92, which testifies to the adequacy and identity of the proposed methods. It has been determined that the indices of occupational injuries, the danger of production equipment, working conditions, the danger of technological processes, and the provision of personal protective equipment are the most significant. Based on the statistical information of these indicators by Borda and Copland methods, 44 machine-engineering enterprises of Ukraine were ordered, which made it possible to determine their rating and directly implement the methodology of benchmarking. Taking into the results of the methods of the main components, the ABC-analysis and rankings of machine-engineering industries, a list of occupational safety measures has been set up to reduce occupational injuries in the field of machine-engineering, for which funding needs to be made to achieve the goal. The analysis of the safety of the labor process of machine - engineering production by the criterion of labor losses has been analyzed, which made it possible to analyze the total losses associated with the production activity of the production personnel and the loss from disability. The method of integer step-by-step optimization has been improved and adapted, which gives the opportunity to choose the optimal set of annual implementation of occupational safety measures, taking into account the provided economic resources. Target function is aimed at minimizing the rates of occupational injuries and hazardous production equipment. The in-depth analysis of the options for choosing occupational safety and health measures has been carried out for each of the productions that, according to the rating, are "best" and "worst". It was determined that the implementation of the benchmarking methodology at "Romenskyi zavod "Traktorozapchastyna" will reduce the rate of occupational injuries by 9.8%. It is established that this research will increase the level of efficiency of management of labor protection in machine-engineering production by 20,1%. Based on the provisions of benchmarking in relation to the management system, a methodology has been developed that provides an optimal choice of projects, complements and improvements to the system of management of labor protection, expansion of its functional capabilities in order to improve the task of distributing economic resources in machine-engineering industries. The stages of the methodology of benchmarking of labor protection are developed, the analysis and justification of each of them is given. Scientific novelty of the obtained results: – the approach of benchmarking to the requirements of labor protection was first adapted, which made it possible to supplement and improve the system of management of labor protection, to expand its functional capabilities in the field of machine-engineering; – for the first time a mathematical model of machine - engineering industry ranking was obtained based on Borda and Copland methods, which made it possible to increase the accuracy of evaluation and decision making in the field of occupational safety and health to reduce the level of occupational injuries; – the method of integer step-by-step optimization was improved and adapted, which gives the opportunity to choose the optimal set of annual implementation of occupational safety measures, taking into account the provided economic resources; – the method of expert assessments, the use of the Ishikawa chart, was further developed, which made it possible to analyze and evaluate the indicators, causes of occupational injuries, which affect the effectiveness of labor protection management in the field of machine - engineering, and differ from existing multidimensional statistical analysis. Developed measures and practical recommendations for labor protection have been implemented at the Company "AvtoKrAZ".uk

Диссертация на соискание ученой степени кандидата технических наук по специальности 05.26.01 «Охрана труда». – ГУ «Национальный научно-исследовательский институт промышленной безопасности и охраны труда», Киев, 2018. Диссертация посвящена повышению уровня эффективности управления охраной труда на машиностроительном производстве. Для выделения наиболее значимых причин производственного травматизма в отрасли машиностроения использован метод главных компонент, АВС-анализ. Разработана и применена модель рейтинговой оценки уровня состояния охраны труда в машиностроении путем применения правил ранжирования. Сформулирован механизм разработки и выбора мероприятий по охране труда для машиностроительных производств, который обеспечивает оптимальное управление распределением экономических ресурсов, путем применения математического инструментария параметрического программирования и позволяет повысить уровень эффективности управления охраной труда благодаря целевой ориентации. Разработана и приведена методика бенчмаркинга охраны труда, которая способствует новым подходам к решению задач управления охраной труда.uk

Дисертацію присвячено підвищенню рівня ефективності управління охороною праці на машинобудівному виробництві. Для виділення найбільш значущих причини виробничого травматизму в галузі машинобудування використано метод головних компонент, АВС-аналіз. Розроблено та застосовано модель рейтингового оцінювання рівня стану охорони праці в галузі машинобудування шляхом застосування правил ранжування. Сформульовано механізм розроблення та вибору заходів з охорони праці для машинобудівних виробництв, що забезпечує оптимальне управління розподілом економічних ресурсів, шляхом застосування математичного інструментарію параметричного програмування і дозволяє підвищити рівень ефективності управління охороною праці завдяки цільовій орієнтації. Розроблено та наведено методику бенчмаркінгу охорони праці, яка сприяє новим підходам до вирішення завдань управління охороною праці.uk
