dc.description.abstractenThe purpose of the study is analyze the peculiarities of functioning and official competence of apparatus of the regional administrative level in the areas of the Temporary military administration (hereinafter — TMA) and the Reich Commissariat of Ukraine (hereinafter — the RCU). The methodology of the study is based on the principles of systematic, scientific and historical research, as well as on such methods of scientific knowledge as analysis, synthesis and comparison. The scientific novelty is determined by highlighting the problem of rulemaking of two German occupation administrations — military and civilian, as well as finding out the place of regional administrations in the system of occupying authorities of TMA and PCU. The regional level management bodies were established in the respective area being subordinate to the TMA. Quite often, the initiative to create them belonged to the members of UNO units, who acted according to the Declaration of Ukrainian State of June 30, 1941 issued in Lviv. At the same time, the decisions authorizing the commencement of work of regional administrations, as well as other administrative structures, belonged to the Wehrmacht commands. The TMA succeeded in creating a simple, but effective system of local regional civil authority, through which the occupied territories of the western regions of Ukraine were managed. The scope of powers of the regional administrations was quite wide, ranging from purely economic functions to the management of local authorities and police units. The chairman of the regional council, in fact, had the right to impose the administrative and criminal penalties on those representatives of the local population who committed the offenses. Punishments of persons who committed crimes against the Ukrainian people during the pre-war period and who carried out anti-German agitation could have been applied to German special services. With the creation of the structures of the RCU, the attitude towards the continuation of the work of regional administrations was radically revised. As a result, these bodies of regional civil administration were liquidated, and their bodies were supplemented by the bodies and institutions of both the General Commissariat and the Gebitscommissariat. The civil administration of the RCU sought to prevent the centralization of local authorities at all, as this was contrary to their task of preventing the manifestation of «Ukrainian state-building».uk
dc.description.abstractukУ статті проаналізовано досвід управлінської діяльності та службової компетенції обласних управ як структур місцевої регіональної влади, створеної влітку 1941 р. під керівництвом Тимчасової військової адміністрації (далі — ТВА). Сформовані обласні управи стали важливим владним органом, який давав німецькій військовій адміністрації змогу налагодити ефективну систему реалізації завдань окупаційної політики. Після передачі відповідних територій в управління структур Райхскомісаріату Україна (далі — РКУ) ситуація з функціонуванням цих органів регіональної влади була докорінно переглянута. Вважаючи, що міцна управлінська вертикаль органів місцевого управління суперечить меті й завданням окупаційної політики, німецька цивільна адміністрація РКУ розпочала ліквідовувати обласні управи.uk
