Розвиток регіональних економічних систем на засадах трансформації потенціалоформуючого простору в умовах цифровізації. – Кваліфікаційна наукова робота на правах рукопису. Дисертація на здобуття наукового ступеня доктора економічних наук за спеціальністю 08.00.05 – розвиток продуктивних сил і регіональна економіка. – Національний технічний університет України «Київський політехнічний інститут імені Ігоря Сікорського», Київ, 2024. Дисертація присвячена поглибленню теоретичних основ, розробленню та обґрунтуванню науково-методологічних положень розвитку РЕС на засадах трансформації потенціалоформуючого простору в умовах цифровізації та прикладних рекомендацій щодо їх реалізації. Актуалізовано засади становлення трансформації потенціалоформуючого простору регіональної економіки. Узагальнення теоретичних підходів щодо сутності процесів розвитку РЕС, застосування гносеологічного підходу до трактування понять «розвиток», «система», «регіон», «простір», «потенціал». Узагальнено функціонали управління розвитком РЕС на засадах трансформації потенціалоформуючого простору в умовах цифровізації, що передбачають соціальне, відтворювальне, організаційне, інноваційне та розподільчо-стимулююче спрямування та включають забезпечення комплексного бачення розвитку регіонів. Розроблено теоретико-методологічні засади дослідження трансформації потенціалоформуючого простору, підґрунтям якого виступає виокремлення об’єкту, аксіоми, парадигми, гіпотез дослідження, постулатів та підходів щодо стратегічного цілеорієнтування РЕС на засадах трансформації потенціалоформуючого простору в умовах цифровізації. Сформовано теоретико-методологічну концепцію потенціалоформуючого простору розвитку регіонів в умовах цифровізації, що передбачає комплексність використання методології системного, інституціонального та процеснофункціонального підходів, базується на сукупності загальноекономічних та специфічних принципів щодо тріади парадигми сталого розвитку, нового регіоналізму та цифровізації, а також, стосовно основних компонент об’єкта дослідження. Досліджено методи оцінювання потенціалу РЕС систем та інструментарій діагностики процесів цифровізації. Набуло подальшого розвитку модельне рішення оцінювання потенціалу РЕС. Ідентифіковано вплив цифровізації на потенціалоформуючий простір РЕС. Проаналізовано розвиток РЕС. Набув подальшого розвитку підхід щодо виокремлення найбільш впливових факторів на розвиток РЕС в умовах трансформації потенціалоформуючого простору, що передбачає кореляційно-регресійне імітаційне моделювання за шістьма моделями. Виокремлено вплив цифровізації на потенціалоформуючий простір РЕС. Обґрунтування заходів щодо забезпечення цифровізації економіки та напрямів подолання перешкод. Удосконалено науково-методичний підхід до трансформації потенціалоформуючого простору із урахуванням процесів цифровізації. Деталізовано чинники формування та функціонування економічного потенціалу в регіональному просторі. Запропоновано концептуальні засади управління потенціалом РЕС у напрямі трансформації потенціалу регіонів. Обґрунтовано композицію напрямів нівелювання негативних тенденцій розвитку регіонів та впливу воєнних дій із урахуванням процесів цифровізації шляхом створення інтегрованих регіональних підприємницьких систем, інжинірингових центрів, інформаційно-комунікаційних центрів аутсорсингу, інноваційно-технологічних та еко-індустріальних парків. Проведено деталізований кореляційного-регресивний аналіз впливу факторів на розвиток РЕС та побудовано імітаційні моделі причинно-наслідкових зв’язків їх впливу по об’єднаним групам. Набув подальшого розвитку методичний підхід до економіко-математичного прогнозування розвитку РЕС із урахуванням їх потенціалу, що побудований за принципом «вікна можливостей» за групами регіонів залежно від рівня руйнації, ураховує трансформацію потенціалоформуючого простору шляхом оцінки трансформаційних ефектів за їх структурою за допомогою величини, яка чисельно дорівнює площі фігури, на значення комплексного індексу потенціалу розвитку РЕС, що дає можливість подальшого його прогнозування за нейтральним, песимістичним та оптимістичним сценаріями. | |

The dissertation is devoted to the deepening of the theoretical foundations, the development and justification of the scientific and methodological provisions of the development of RES on the basis of the transformation of the potential-forming space in the conditions of digitalization and practical recommendations for their implementation. The author updated the principles of transformation of the potential-forming space of the regional economy. The generalization of theoretical approaches regarding the essence of the processes of development of RES, the application of an epistemological approach to the interpretation of the concepts "development", "system", "region", "space", "potential" made it possible to expand the author's vision of the essential content of the definitions: "development of the regional economic system", "region", "regional economic system", "spatial development of the regional economic system", "potential of the region". The functions of managing the development of RES on the basis of the transformation of the potential-forming space in the conditions of digitalization, which provide for social, reproductive, organizational, innovative and distributivestimulating direction and include the provision of a comprehensive vision of the development of regions, are generalized. The theoretical and methodological principles of research on the transformation of the potential-forming space have been developed, the basis of which is the identification of the object, axioms, paradigms, research hypotheses, postulates and approaches regarding the strategic goal-orientation of RES on the basis of the transformation of the potential-forming space in conditions of digitalization. A theoretical-methodological concept of the potential-forming space for the development of regions in conditions of digitalization has been formed, which involves the complex use of the methodology of systemic, institutional and process-functional approaches, is based on a set of general economic and specific principles in relation to the triad of the paradigm of sustainable development, new regionalism and digitalization, as well as, in relation to the main components of the research object. The methods of assessing the potential of RES and the diagnostic tools of digitization processes have been studied. The model solution for assessing the potential of RES has gained further development. The impact of digitization on the potentialforming space of RES is identified. The development of RES is analyzed. The approach of identifying the most influential factors on the development of RES in the conditions of transformation of the potential-forming space, which involves correlation-regression simulation modeling according to six models, has been further developed. The influence of digitalization on the potential-forming space of RES is singled out. Justification of measures to ensure digitization of the economy and directions for overcoming obstacles aimed at activation, stimulation of development, accumulation and disclosure of potential, increasing the efficiency of economic systems at various levels due to the introduction of information and communication technologies in all spheres of economic and social life. The scientific and methodological approach to the transformation of the potential-forming space, taking into account the digitalization processes, has been improved. The factors of formation and functioning of the economic potential in the regional space are detailed. The conceptual principles of managing the potential of RES in the direction of transforming the potential of regions in accordance with the principles, tasks, levels and levers of management, taking into account the factors of regional development inequality, are proposed, which ensures the direction of efforts, focuses attention on the set goals of increasing the efficiency of the use of potential, and highlights the latent potential of regional development. Elucidation of exogenous and endogenous factors inhibiting the potential formation of regions. The composition of directions for leveling negative trends in the development of regions and the influence of military actions, taking into account the processes of digitalization through the creation of integrated regional business systems, engineering centers, information and communication outsourcing centers, innovation-technological and eco-industrial parks, is substantiated. Carrying out a detailed correlation-regression analysis of the influence of factors on the development of RES and building simulation models of causal relationships of their influence on united groups. The methodical approach to economic-mathematical forecasting of the development of RES, taking into account their potential, which is built according to the principle of "window of opportunities" by groups of regions depending on the level of destruction, takes into account the transformation of the potential-forming space by evaluating the transformational effects according to their structure with the help of magnitude, has gained further development. which is numerically equal to the area of the figure, to the value of the complex index of the development potential of RES, which makes it possible to further forecast it according to neutral, pessimistic and optimistic scenarios. | |
