dc.description.abstractСтаття присвячена речниці Конституції України, її основним принципам та значенням для суспільства. Конституція відіграє велику роль у розбудові будь якої держави, як демократичного і вільного суспільства. Основні принципи, які закріплені у Конституції – є гарантією розбудови правової держави. Для громадянина – закріплення прав і свобод. Принципи Конституції України – це найвищі цінності, на яких заснована українська держава, та нормативні засади її діяльності. Вони відіграють важливу роль у встановленні, регулюванні та охороні конституційного ладу, формуванні політичної системи, системи права та публічного управління. Розуміння та дотримання Конституції України є важливим кроком до побудови справедливого та процвітаючого суспільства. Питання щодо відповідності Основного Закону реаліям існуючої в державі на конкретному етапі її розвитку правової дійсності, оптимізації сучасних конституцій, подолання стану фіктивності конституційних норм, причин і наслідків зміни циклів конституційного розвитку, зменшення кількості непрогнозованих, а часом і небезпечних наслідків хаотихних змін текстів конституцій, конституційної якості правової держави, якою Україна проголошена у ст. 1 Конституції України від 28 червня 1996 року. Окремі проблемні положення Конституції України, зокрема щодо статусу Криму, питань мови, державних символів, землі, були очевидними ще під час її ухвалення, однак прописані як компромісні. Крім того, за роки незалежності суспільний розвиток держави висунув на порядок денний ще ряд важливих аспектів, які можуть стати предметом внесення змін до Конституції. Серед таких реформ, здійснення яких потребує внесення змін до Основного Закону, передусім варто відзначити судову, децентралізацію, чіткий розподіл повноважень між гілками влади й забезпечення балансу стримувань і противаг, а також розширення конституційних прав і свобод людини та громадянина із забезпеченням чітких гарантій їх дотримання. Конституція України є невід'ємною частиною життя кожного громадянина. Вона визначає основні принципи держави, захищає права та свободи людей, забезпечує демократичний розвиток суспільства. Розуміння та дотримання Конституції України є важливим кроком до побудови справедливого та процвітаючого суспільства. Україна, як суверенна і незалежна держава, засновується на Конституції, яка визначає права, свободи і обов'язки громадян, а також принципи функціонування держави. Конституція України є фундаментальним законом країни, який ґрунтується на принципах демократії, верховенства права та гарантує розвиток суспільства.
dc.description.abstractotherThe article is dedicated to the spokeswoman of the Constitution of Ukraine, its main principles and significance for society. The constitution plays a major role in the development of any state, as a democratic and free society. The basic principles enshrined in the Constitution are a guarantee of the development of the rule of law. For a citizen - consolidation of rights and freedoms. The principles of the Constitution of Ukraine are the highest values on which the Ukrainian state is based and the normative foundations of its activity. They play an important role in establishing, regulating and protecting the constitutional order, forming the political system, the legal system and public administration. Understanding and following the Constitution of Ukraine is an important step towards building a just and prosperous society. Questions regarding the compliance of the Basic Law with the realities of the legal reality existing in the state at a specific stage of its development, optimization of modern constitutions, overcoming the state of fictitiousness of constitutional norms, causes and consequences of changes in the cycles of constitutional development, reducing the number of unpredictable and sometimes dangerous consequences of chaotic changes to the texts of constitutions, constitutional qualities of the legal state, which Ukraine is declared to be in Art. 1 of the Constitution of Ukraine dated June 28, 1996. Certain problematic provisions of the Constitution of Ukraine, in particular regarding the status of Crimea, issues of language, state symbols, and land, were obvious even at the time of its adoption, but were written as compromises. In addition, during the years of independence, the social development of the state put a number of important aspects on the agenda, which may become the subject of amendments to the Constitution. Among such reforms, the implementation of which requires amendments to the Basic Law, it is first of all worth noting the judiciary, decentralization, a clear distribution of powers between the branches of government and ensuring a balance of checks and balances, as well as the expansion of constitutional rights and freedoms of a person and a citizen with the provision of clear guarantees of their observance. The Constitution of Ukraine is an integral part of every citizen's life. It defines the basic principles of the state, protects the rights and freedoms of people, and ensures the democratic development of society. Understanding and following the Constitution of Ukraine is an important step towards building a just and prosperous society. Ukraine, as a sovereign and independent state, is based on the Constitution, which defines the rights, freedoms and duties of citizens, as well as the principles of state functioning. The Constitution of Ukraine is the fundamental law of the country, which is based on the principles of democracy, the rule of law and guarantees the development of society.
