dc.description.abstractenThe research is devoted to the substantiation of instruments and measures to overcome the structural imbalances of foreign trade as an important component of improving the effectiveness of state regulation of structural changes in the national economy. On the basis of the analysis of the indicators of the volume and structure of Ukraine's exports, it is determined that foreign trade is characterized by preserving the imbalance between low and high-tech products, the predominance of the raw material component, and the slow pace of reorientation to new promising markets. Theoretical and methodological basis of the research are the scientific works of the leading Ukrainian scientists in the field of state regulation and structural policy. The solution of scientific tasks was carried out using the following research methods: analysis and synthesis; methods of comparison and generalization; systemic and complex method. It is substantiated that due to structural reforms that are taking place in modern conditions, Ukraine has the opportunity to reorient the export of high-tech products, to increase its competitive position in the world, first of all, in the European market, and to provide conditions for the formation of networks of growth, obtaining a synergistic effect in the context of regional, territorial and other constituent structures of the national economy. The instruments for achieving such an effect are proposed, among which the main ones are financial-economic, structural-organizational, consulting and informational. It has been revealed that a significant role in intensifying the implementation of structural shifts in foreign trade should be given to targeting policies.en
dc.description.abstractukДослідження присвячено обґрунтуванню інструментів та заходів щодо подолання структурних диспропорцій зовнішньої торгівлі як важливої складової підвищення ефективності державного регулювання структурних змін у національному господарстві. На основі аналізу показників обсягу та структури експорту України визначено, що зовнішня торгівля характеризується збереженням розбалансованості між низько- та високотехнологічною продукцією, переважанням сировинної складової, низькими темпами переорієнтації на нові перспективні ринки. Теоретико-методологічну основу дослідження становлять наукові праці провідних вітчизняних учених у сфері державного регулювання та структурної політики. Вирішення наукових завдань здійснювалось з використанням наступних методів дослідження: аналізу та синтезу; методи порівняння та узагальнення; системний і комплексний. Обґрунтовано, що за рахунок структурних реформ, які відбуваються в сучасних умовах, Україна має можливості здійснити переорієнтацію експорту на високотехнологічні продукти, підвищити свої конкурентні позиції на світовому, насамперед європейському, ринку та забезпечити умови для формування мереж зростання, отримання синергічного ефекту у розрізі регіональних, територіальних та інших складових структури національно економіки. Запропоновано інструменти досягнення такого ефекту, де серед основних виділено фінансовоекономічні, структурно-організаційні, консультативно-інформаційні. Виявлено, що вагому роль у інтенсифікації здійснення структурних зрушень у зовнішній торгівлі має бути відведено політиці таргетування.uk
