dc.description.abstractМетою дослідження є обґрунтування та розробка методологічного інструментарію оцінювання рівня розвитку циркулярної біоекономіки в Україні з урахуванням інтеграції економічного, соціального та екологічного вимірів сталого розвитку. Методика дослідження базується на застосуванні процесного та індексного підходів, поєднанні методів інтегрального оцінювання, суми місць та експертних оцінок, що дозволило сформувати систему критеріїв та індикаторів для кількісної діагностики. Результати підтверджують ефективність авторського алгоритму побудови інтегрального індексу, який забезпечує комплексне відображення стану та динаміки розвитку за ключовими блоками: ресурсне забезпечення, інноваційне виробництво, стале споживання, поводження з відходами. Практична значущість одержаних результатів полягає у можливості використання запропонованої методики як інструменту стратегічного моніторингу та формування управлінських рішень на національному й регіональному рівнях.
dc.description.abstractotherThe purpose of the article is to substantiate and develop a methodological toolkit for assessing the level of development of the circular bioeconomy in Ukraine, taking into account the necessity of ensuring the balance between economic growth, social progress, and ecological security. The relevance of the topic is explained by the strategic importance of the circular bioeconomy as a paradigm of sustainable development, which combines the efficient use of renewable biological resources, the intensification of innovative production processes, the promotion of responsible consumption, and the rational management of waste flows. The methodological basis of the study is built on the integration of a process-oriented approach with index-based evaluation techniques. The research design includes the construction of a multi-block system of indicators, the application of integral indexation methods, the use of rank-sum procedures, and the determination of weight coefficients through expert assessments. This methodological combination has enabled the creation of a coherent framework that allows the measurement and interpretation of the dynamics of the circular bioeconomy across different structural dimensions. The obtained results reveal the effectiveness of the proposed algorithm for forming an integral index, which integrates four core blocks: resource provision, innovative production, sustainable consumption, and waste management. Such structuring makes it possible to identify quantitative and qualitative interrelations among the key components of the system and to assess not only the potential but also the efficiency of its practical realization. The findings demonstrate that the author’s methodological toolkit provides a comprehensive diagnostic instrument capable of capturing the complexity of circular bioeconomy development, reflecting both its sectoral differentiation and sustainability criteria. The practical value of the article lies in the opportunity to apply the proposed methodology for strategic monitoring, policy design, and decision-making at national and regional levels. It can be used by governmental institutions, regional administrations, and stakeholders to evaluate progress, identify critical imbalances, and develop adaptive management strategies that aim to strengthen the economy’s competitiveness, innovation capacity, and resilience.
