dc.description.abstractУ статті розглянуто актуальні підходи до реалізації державної політики зайнятості в контексті європейської інтеграції. Метою дослідження є аналіз практик державної підтримки зайнятості в Україні та країнах Європейського Союзу (на прикладі Німеччини, Польщі та Литви), виявлення спільних і відмінних рис, а також формулювання напрямів удосконалення української політики зайнятості. Методика ґрунтується на системному, порівняльному та структурно-функціональному аналізі. Встановлено, що країни ЄС реалізують комплексну модель підтримки зайнятості з акцентом на вразливі категорії населення, мобільність та активну участь роботодавців, тоді як в Україні заходи мають обмежене охоплення і фінансування. Практичне значення дослідження полягає в окресленні можливостей адаптації ефективних європейських інструментів до національного контексту
dc.description.abstractotherThe relevance of this study is driven by the need to enhance the effectiveness of state employment regulation in Ukraine in the context of European standards and contemporary challenges, including the rise of structural unemployment, the social vulnerability of specific population groups, and the necessity to adapt labor potential to the demands of the economy. The aim of the study is to analyze current practices of public employment support in Ukraine and European Union countries (using Germany, Poland, and Lithuania as examples), to identify common and distinctive features of employment policies, and to substantiate prospects for improving Ukraine’s national employment regulation system. The methodological basis of the study includes a systemic and comparative approach, structural-functional analysis, as well as methods of analytical comparison of statistical data and scholarly sources. The use of these methods enabled the assessment of the effectiveness of active and passive employment policy instruments, particularly in the context of support for vulnerable groups, labor mobility development, professional retraining, and the integration of foreign workers. The findings reveal that EU countries demonstrate a systematic approach to labor market regulation, based on the combination of institutional capacity of public employment services, a wide range of professional adaptation and retraining programs, financial support for employers, active involvement of EU funding, and comprehensive coverage of vulnerable population groups. In contrast, Ukraine, despite the presence of certain active labor market policy tools, exhibits limited scale, coverage, and financial capacity, which hampers their overall effectiveness. The practical value of the article lies in the development of proposals for adapting effective European practices to the Ukrainian context – particularly through the expansion of support programs for youth, pre-retirement-age individuals, and internally displaced persons, stimulation of employers to create jobs, and strengthening cooperation with European institutions in the field of employment. The obtained results may serve as a basis for the development of strategic policy documents in the field of labor and employment.
