dc.description.abstractУ статті визначено особливості політичної комунікації влади і суспільства в умовах воєнного стану. Визначено, що політична комунікація виступає як комунікаційна взаємодія між владою і суспільством з метою легітимації державно-політичних рішень, стабілізації суспільно-політичних відносин і підтримки позитивних настроїв в суспільстві і його адаптації до викликів сучасності, серед яких для України є російсько-українська війна. Інститути громадянського суспільства в умовах війни впливають на прийняття парламентом нормативно-правових актів, які адаптовані до реалій воєнного часу і відповідають за регламентації соціально-політичного життя країни. Але організації громадського сектору суспільства все ж такі обмежені в комунікаційній взаємодії із владою і органами державного управління, а отже для усунення таких недоліків передбачає регламентацію на нормативно-правовому рівні такої взаємодії в умовах воєнного стану. Особливостями політичної комунікації влади і суспільства в умовах воєнного стану в Україні визначено: обмеження на громадський контроль за діяльністю державних органів; нерозвиненість громадсько-політичної комунікації; політична комунікація в умовах воєнного стану набуває ознак стратегічної комунікації; політична комунікація в умовах війни переміщується в інформаційне інтернет-середовище, причому значна частина населення отримує інформацію із соціальних мереж та месенджерів; в політичній комунікації в умовах війни продовжують транслювати євроінтеграційний наратив, незважаючи на певні обмеження політичної участі громадян в прийнятті політичних рішень. За результатами експертного опитування визначено основні канали політичної комунікації влади і суспільства в умовах воєнного стану: електронні канали інформації і офіційні заяви і виступи представників влади. Виділено чинники підвищення ефективності політичної комунікації в умовах війни: протидія інформаційно-психологічному впливу з боку країни- агресора в засобах масової комунікації; посилення боротьби з дезінформацією і пропагандою; надання достовірної інформації про політичну і воєнну ситуацію в країні; налагодження ефективної комунікації між владними структурами та інституціями громадянського суспільства.
dc.description.abstractotherThe article defines the features of political communication of the authorities and society under martial law. It is determined that political communication acts as a communication interaction between the authorities and society in order to legitimize state and political decisions, stabilize socio-political relations and support positive sentiments in society and its adaptation to the challenges of modern times, including the Russian-Ukrainian war for Ukraine. Institutions of civil society in wartime influence the adoption by parliament of normative legal acts adapted to the realities of wartime and responsible for regulating the socio-political life of the country. But organizations of the public sector of society are still limited in communication interaction with the authorities and government bodies, and therefore, in order to eliminate such shortcomings, it provides for regulation at the normative and legal level of such interaction under martial law. The features of political communication of the authorities and society under martial law in Ukraine are: limitation of public control over the activities of government bodies; underdevelopment of socio-political communication; political communication under martial law acquires the characteristics of strategic communication; political communication in war conditions is moving to the online information environment, with a significant portion of the population receiving information from social networks and instant messengers; in political communication in war conditions, the Euro integration narrative continues to be broadcast, despite certain restrictions on the political participation of citizens in political decision-making. Based on the results of an expert survey, the main channels of political communication between authorities and society in martial law conditions were identified: electronic information channels and official statements and speeches by government representatives. The following factors are identified for increasing the effectiveness of political communication in war conditions: counteracting the information and psychological influence of the aggressor country in the media; strengthening the fight against disinformation and propaganda; providing reliable information about the political and military situation in the country; establishing effective communication between government agencies and civil society institutions.
