dc.description.abstractУ статті досліджено процес становлення антикорупційної політики в Україні від здобуття незалежності до сучасного етапу державотворення. Обґрунтовано необхідність комплексного аналізу етапів розвитку антикорупційного законодавства та інституційних механізмів його реалізації з використанням міждисциплінарної методології. Під час досліджено використано історико-правовий, системно-аналітичний, догматичний та інші методи, що застосовуються в політології, правознавстві, історичних та інших науках. Показано, що корупція в Україні, маючи глибокі історичні та соціальні корені, набула системного характеру в 1990-х роках і стала загрозою національній безпеці. Розкрито наукові підходи до періодизації антикорупційної політики, що охоплюють формування законодавчої бази, інституційних структур і механізмів запобігання корупції. Особливу увагу приділено інституціоналізації антикорупційної політики після Революції Гідності 2013 – 2014 рр., коли під впливом громадянського суспільства та міжнародних партнерів було створено ключові антикорупційні органи, зокрема НАБУ, НАЗК і Вищий антикорупційний суд. Проаналізовано сучасний етап, що визначається реалізацією Закону України «Про засади державної антикорупційної політики на 2021 – 2025 роки» та відповідної державної програми. Запропоновано авторську концепцію періодизації розвитку антикорупційної політики, що включає п’ять етапів: від формування її основ (1991 – 1995 рр.) до реалізації у воєнних умовах (з 2022 р.). Наголошено, що ефективність антикорупційної політики залежить не лише від удосконалення законодавства, а й від політичної волі, інституційної спроможності держави та активної участі громадянського суспільства. Результатом дослідження стало формування авторського підходу щодо періодизації антикорупційної політики, де одним з окремих етапів виділено етап антикорупційної політики в умовах воєнного стану. Доведено, що антикорупційна політика в Україні повинна базуватися на стратегічних планових документах і комплексних підходах імплементації кращих світових моделей.
dc.description.abstractotherThe article examines the process of the formation of anti-corruption policy in Ukraine from the moment of gaining independence to the current stage of state-building. The necessity of a comprehensive analysis of the stages of development of anti-corruption legislation and institutional mechanisms for its implementation using an interdisciplinary methodology is substantiated. The research employs historical and legal, systemic and analytical, dogmatic, and other methods applied in political science, law, history, and related disciplines. It is shown that corruption in Ukraine, having deep historical and social roots, acquired a systemic nature in the 1990s and became a threat to national security. The scientific approaches to the periodization of anti-corruption policy are revealed, encompassing the formation of the legislative framework, institutional structures, and mechanisms for preventing corruption. Special attention is paid to the institutionalization of anti-corruption policy after the Revolution of Dignity of 2013–2014, when, under the influence of civil society and international partners, key anti-corruption bodies were established, including the National Anti-Corruption Bureau of Ukraine (NABU), the National Agency on Corruption Prevention (NACP), and the High Anti-Corruption Court (HACC). The current stage is analyzed, which is characterized by the implementation of the Law of Ukraine “On the Principles of the State Anti-Corruption Policy for 2021–2025” and the corresponding state program. The author proposes a conceptual model of periodization of anti-corruption policy development, which includes five stages: from the formation of its foundations (1991–1995) to implementation under martial law conditions (since 2022). It is emphasized that the effectiveness of anti-corruption policy depends not only on the improvement of legislation but also on political will, the institutional capacity of the state, and the active participation of civil society. The study results in the development of an original approach to the periodization of anti-corruption policy, where a distinct stage is identified —the anti-corruption policy under the conditions of martial law. It is proven that anti-corruption policy in Ukraine must be based on strategic planning documents and comprehensive approaches to the implementation of the best global practices.
