dc.description.abstractСтаттю присвячено теоретичному обґрунтуванню та розробленню методики оцінювання рівня готовності інтелектуальної власності (IPRL – Intellectual Property Readiness Level) для комерціалізації з використанням поетапної зміни дев’яти рівнів для визначеного об’єкта права інтелектуальної власності (ОПІВ). Наголошено, що механізм використання цього підходу надає змогу відмежовувати неперспективні для комерціалізації розробки, стимулювати та пришвидшувати процедури для перспективних і просувати на ринок ті, які можуть мати високий рівень зацікавленості підприємницьких структур. Окреслено важливість розбудови економіки знань, використовуючи результати науково-дослідних робіт університетської науки. Здійснено систематизацію напрацювань науковців стосовно оцінюванню та відбору комерційно придатних ідей для подальшого супроводу об’єкта права інтелектуальної власності на шляху від оформлення патенту до початку виробництва продукції на основі ідей винахідників. Розглянуто практику використання системи оцінювання рівнів технологічної готовності об’єкта права інтелектуальної власності. Визначено склад кожного з дев’яти запропонованих рівнів IPRL і описано основні характеристики кожного з цих рівнів. Виокремлено критерії просування конкретного об’єкта інновації з такими оцінками як активна, нормальна, пасивна, «заморожена» інтелектуальна власність. Запропоновано залежність для визначення IPRL, яка надає зацікавленим особам кількісну оцінку наявного рівня IPRL. Визначення за запропонованою оцінкою IPRL динаміки переходу з рівня на рівень для портфелю інтелектуальної власності організації дозволяє оцінити активність та, за необхідності, активізувати комерціалізацію. Зазначено, що методика може бути використана закладами вищої освіти, які здійснюють наукові дослідження та науково-технічні розробки. Визначено науковою новизною методичний підхід до процесу кількісного оцінювання рівня готовності інтелектуальної власності до комерціалізації з використанням дев’яти рівнів, а зміна цього рівня в часі визначає динаміку розвитку об’єкту права інтелектуальної власності. Окреслено практичне значення запропонованого підходу як можливість кількісного оцінювання процесу реалізації концепції комерціалізації результатів наукової діяльності.uk
dc.description.abstractotherThe article is devoted to the theoretical justification and development of the methodology for assessing the intellectual property readiness level (IPRL – Intellectual Property Readiness Level) for commercialization using a step-by-step change of nine levels for a specified object of intellectual property rights (IPR). It is emphasized that the mechanism of using this approach makes it possible to identify unpromising developments for commercialization, to stimulate and speed up procedures for promising ones, and to promote to the market, those that may have a high level of interest of business structures. The importance of building a knowledge economy using the results of research works in university science is outlined. Systematization of scientists' work on the evaluation and selection of commercially suitable ideas for further support of the object of intellectual property rights on the way from the registration of a patent to the start of production of products based on the inventors' ideas has been carried out. The practice of using the system for assessing the levels of technological readiness of the object of intellectual property rights is considered. The composition of each of the nine proposed IPRL levels is defined and the main characteristics of each of these levels are described. The criteria for the promotion of a specific object of innovation with such evaluations as active, normal, passive, "frozen" intellectual property are highlighted. A dependency for determining IPRL is proposed, which provides stakeholders with a quantitative estimate of the existing level of IPRL. Determination of the dynamics of the transition from level to level for the intellectual property portfolio of the organization according to the proposed IPRL assessment allows to assess activity and, if necessary, intensify commercialization. It is noted that the method can be used by institutions of higher education that carry out scientific research and scientific and technical developments. A methodological approach to the process of quantitative assessment of the level of readiness of intellectual property for commercialization using nine levels, and the change of this level over time determines the dynamics of the development of the object of intellectual property rights, is defined as a scientific novelty. The practical significance of the proposed approach is outlined as an opportunity to quantitatively evaluate the process of realizing the concept of commercialization of the results of scientific activity.uk
