dc.description.abstractРозкрито комплекс правил забезпечення соціо-еколого-енергетичної відповідальності при реалізації проєктів енергосистем із елементами розподіленої генерації. Окреслено основні виклики, з якими стикається Україна під час впровадження таких проєктів, з урахуванням європейського досвіду, що дозволило сформувати дієвий механізм для подолання перешкод у складі з восьми типів системоутворюючих важелів та регуляторів. Ідентифіковано основні вісім видів соціо-еколого-енергетичної відповідальності суб’єктів управління розподіленою генерацією та визначено їхню сутність і роль. Деталізовано процеси забезпечення цієї відповідальності енергетичними корпораціями, акціонерними товариствами та регуляторами, що сприяє трансформації господарських енергосистем у напрямку сталого розвитку і господарювання.
dc.description.abstractotherThe article develops the conceptual and categorical apparatus of the theory of sustainable management at the expense of the author’s interpretation of the essence and content of socio-ecological-energy responsibility as a set of obligations and actions of business and management entities in the energy sphere, aimed at ensuring sustainable development and management through harmonious combination of social, ecological, technological and economic aspects of activity. The detailing of the set of rules for ensuring socio-ecological-energy responsibility shows that it: a) provides for the observance of the principles of social justice, environmental protection, rational use of natural resources, reduction of the negative impact on ecosystems, as well as the creation of safe and responsible conditions for society and the economy in the process production, consumption and distribution of energy; b) recognizes that ensuring the reliability of the functioning of the national energy system, energy and, in general, national security is a joint responsibility of energy business corporations, distributed generation entities and energy regulators, who should play a key role in this process. The main challenges that Ukraine faces during the implementation of such projects are outlined, taking into account the European experience, which made it possible to form an effective mechanism for overcoming obstacles, consisting of eight types of system-forming levers and regulators: 1) Normative and legal regulation; 2) Financial instruments; 3) Market and control regulators; 4) Technological levers; 5) Corporate respon- sibility; 6) Educational and information mechanisms; 7) Institutional cooperation; 8) Environmental regulators. Eight key types of socio-ecological-energy responsibility of distributed generation management entities have been identified (Environmental responsibility; Social responsibility to the public; Economic responsibility (creating jobs, supporting the local economy); Regulatory and legal responsibility; Corporate social responsibility; Interaction with local authorities; Transparency and reporting; Promotion of energy efficiency and education) and their essence and role are defined and detailed.
